Huairou Biographies:
Strategic Planners '03

Grassroots organizations are characterized by change. As conditions or issues in their communities shift; so must they. Huairou, with its allegiance to the daily lives of those on the ground, informally incorporates representatives of emerging or new-to-Huairou organizations in its planning processes.



Elizaveta BozhkovaElizaveta Bozhkova
A member of Huairou’s strategic planning committee 2003, Ms. Bozhkova is director of Information Center of Independent Women’s Foundation (ICIWF) of Russia, a support infrastructure for a networks of information centers “orienting themselves to the ideas of feminism.” A physicist by profession, she has been an activist on women’s issues since 1985. She has participated in the UN Women and Habitat Conferences, is a current coordinator of the Association of Independent women’s Organizations, a participant in KARAT, a network of Eastern European and Russian NGOS. Ms. Bozhkova speak regularly on gender issues and civil society.

Ingrid BregenzerIngrid Bregenzer
A member of Huairou’s strategic planning committee for 2003, Ms. Bregenzer comes to Huairou through her 13 years of board experience in the mother center movement in Europe; first locally, then nationally and, during the last four years, internationally. She currently sits on the board of Muetterforum Baden-Wuerttemberg. She has three children, is a member of the municipal council in Salem, Germany and manages a housing area for senior citizens.

Monika JaeckelMonika Jaeckel
A founding member of the Huairou Commission Council and member of the Strategic Planning Committtee for 2003, Ms.Jaeckel is an academic organizer. She chairs Huairou’s OUR Best Practices Task Force represents the HC on the Steering Committee of the UN Habitat Best Practices Program is founder of the Grassroots Women’s International Academy and co-author of several Huairou publications. She is the founder of the mother center movement that originated in Germany and has spread into 15 countries. She chairs the newly established Mother Center International Network for Empowerment (MINE). She currently works as a researcher in an Urban Development Project: “Not the chicken, not the egg, but the Nest!” in The Netherlands.

Rut S. KolinskaRut S. Kolinska
A member of Huairou’s strategic planning committee for 2003, Ms. Kolinska has been a grassroots leader in the Huairou Commission since 2000. From the Czech Republic, she has long been an advocate of civil society. As a child, she joined her family in their practice of Christianity in spite of the social and educational penalties. As an adult and mother of five, she was a founder of the environmental group Mothers of Prague and the Czech Mother Center movement. In 2003, she was named Woman of Europe. and as a Fellow of the Prague Institute.

Carla Morales RojasSizani Ngubane
A member of the Huairou Commission Strategic Planning Committee for 2003, Ms. Ngubane is currently Gender Officer for the Rural Women's Movement in South Africa. In earlier work, she was a provincial coordinator for the South African Women's National Coalition, an initiative of the ANC Women's League, which brought together women of different political backgrounds to formulate the Women’s Charter for Effective Equality. Adopted in 1993, the charter is still the country’s working document. It also gave Ms. Ngubane the idea for the Rural Women's Movement (RWM), which is also made up of women from different political backgrounds.

Lucy TeshaLucy Tesha
A member of the Huairou Strategic Planning Committee of 2003, Ms. Tesha was public relations officer for Women’s Advancement Trust. She is currently studying for an advanced degree.
